The people aboard are part of the simulation alongside resources, equipment, and damage. A decision can affect more than the next shot in an exchange of fire.

Systems compete for what the ship can give

Shields, weapons, and the hull form a connected tactical problem. Directing power to one need affects the broader command picture. Repairs and equipment matter because the ship carries the consequences forward.

The command guide explains several supported intentions, including changing power allocation and taking evasive action. The current ship state determines what an order can accomplish.
